In Skarrow, where the land runs out, the sea takes seven-year-old Bram's voice and speaks through a gull to name its price. His sister Isla, apprentice to the salt-witch Greta, walks out at the lowest tide of the year to ask the sea a question no one has asked it in a thousand years.
