When Maple Ridge bans yard sales, Dale Kessler sets up a card table at the foot of his driveway and declares it the sovereign nation of Kessleria. He stamps the association's notice 'RECEIVED' and writes 'Visa denied.' Then he starts selling his neighbor's leaf blower as a duty-free import.
